The State of California General Permit requires that a certified QSD prepare all Storm water Pollution Prevention Plans (SWPPP) and that a certified QSP manage the application of the SWPPP during Construction. If you have an upcoming project that is covered by the California General Permit and will require a SWPPP, as a Legally Responsible Person (LRP) or property owner, you are liable for non-compliant storm water discharges including hefty daily fines and even jail time.
