This multi-story mixed-use development at 95th and International Boulevard in Oakland places 57 affordable rental units above ground-floor commercial space. The project carried two encroachment permit requirements, one from the City of Oakland and one from Caltrans, alongside the civil entitlement and construction document scope.
Calichi handled the full project arc from entitlement through construction permitting. The entitlement scope included Tentative and Final Parcel Maps, Civil Planning Entitlement Documents with a Feasibility Study, and a Supplemental Stormwater Checklist. Construction documents followed, along with the two encroachment permit packages, each carrying its own standards and review track.
Carrying both encroachment permits alongside the civil construction documents under one team kept the interface at the property line consistent. City and state agencies review independently, and the permit sets have to agree with each other and with the construction document set at every shared boundary. Managing that alignment in-house avoided the coordination gaps that arise when permits cross firm lines.
