What Fire Flow Analysis Is and Why Oakland Projects Need It

A fire flow analysis is the technical determination of whether a site’s water supply can deliver the volume and pressure a fire suppression system requires at the property line. It’s not a formality. Every building permit in Oakland and the surrounding East Bay triggers a review by the fire code official and the water purveyor, and both need documented evidence that adequate flow exists before they’ll sign off.

If you’re developing a school, multifamily housing, a commercial building, or any structure that departs from a simple single-family residence, you’ll need a fire flow study. If you’re redesigning a private fire service connection, upgrading an existing system, or building within a jurisdiction that has adopted the California Fire Code (which is every city and county in this region), you need one. We produce those studies, coordinate with the appropriate agency, and follow the analysis through to permit clearance.

We’ve been doing this work in Oakland since 2009. Our licensed PE team understands the specific process EBMUD uses, the way Oakland Fire Prevention Bureau reviews submittals, and how Alameda County Fire and Contra Costa County Fire Protection District (Con Fire) apply the California Fire Code in their respective territories.

The California Fire Code Framework for Bay Area Projects

California adopts and amends the International Fire Code on a three-year cycle. The resulting California Fire Code (CFC) is the governing document for fire service requirements statewide, and local jurisdictions layer their own amendments on top of it. In the Bay Area, that means every project sits inside at least two sets of requirements: the CFC baseline and the AHJ’s local modifications.

CFC Chapter 5: Fire Service Features

Chapter 5 of the CFC establishes the foundational requirements for fire service access and water supply. The sections that come up most often in Oakland and East Bay development work are:

  • Section 507.1 requires that an approved water supply capable of providing the required fire flow be provided to every new building or relocated structure. That requirement applies regardless of occupancy type.
  • Section 507.3 states that fire flow requirements are determined either by an approved method or by Appendix B. Most Bay Area fire code officials use Appendix B as their reference; some accept hydraulic modeling as an alternative, but only when the fire code official has pre-approved the methodology.
  • Section 507.5.1 sets the hydrant distance threshold: on-site fire hydrants are required when any portion of a building is more than 400 feet from an existing hydrant on a fire apparatus access road. Group R-3 and Group U occupancies equipped throughout with an approved automatic sprinkler system get a longer tether, 600 feet. Standpipe-equipped buildings have an additional requirement under Section 507.5.1.1: at least one hydrant must be within 100 feet of each fire department connection.
  • Section 503.1.1 requires fire apparatus access roads to extend within 150 feet of all portions of a building’s exterior first-floor walls, with a minimum 20-foot clear width and 13-foot-6-inch vertical clearance.

CFC Appendix B: Fire Flow Requirements Tables

Appendix B to the California Fire Code is the standard method for calculating required fire flow when hydraulic modeling isn’t used. The requirements scale with construction type and building area, not with occupancy group alone. A few reference points from the Appendix B tables:

  • Residential buildings under Section B105.1: non-sprinklered structures up to 3,600 square feet require 1,000 gpm for one hour. Above that threshold, requirements step up through Table B105.1(2) based on area.
  • All other building types under Section B105.2: non-sprinklered buildings are sized from Table B105.1(2), with required flows ranging from 1,500 gpm at the low end to 8,000 gpm for large Type V-B structures. Duration runs from 2 to 4 hours depending on flow rate.
  • Automatic sprinkler reduction for B105.2 buildings: when a building is equipped with an NFPA 13 or NFPA 13R system, required fire flow drops to 25 percent of the Table B105.1(2) value, with a minimum floor of 1,000 gpm for NFPA 13R and 1,500 gpm for NFPA 13 designs.

Oakland and most East Bay jurisdictions accept these Appendix B values as the baseline. Local amendments can and do add requirements on top of them, particularly around sprinkler mandate thresholds and high-fire-hazard severity zones, which are relevant in hillside areas of Oakland and parts of unincorporated Alameda County.

EBMUD and the Fire Service Flow Request

East Bay Municipal Utility District (EBMUD) is the water purveyor for most of Oakland, Berkeley, Piedmont, Emeryville, Albany, El Cerrito, and large portions of unincorporated Alameda and Contra Costa counties. If your project sits in their service territory, EBMUD is the agency that tells you what flow and pressure the public main can actually provide.

EBMUD handles this through their Fire Service Request (FSR) system, accessible at fsr.ebmud.com. An FSR is required for:

  • Commercial or multifamily structures that need a dedicated private fire service connection
  • Private fire service redesign or upgrade projects
  • Confirmation of available fire flow at public hydrants when the local fire authority requires documented evidence

Single-family homes using residential sprinkler systems (NFPA 13D) don’t need an FSR. They use a separate pressure information request form. If you’re not sure which track your project is on, we can tell you in the first conversation.

The FSR process works like this: EBMUD evaluates static and residual pressure at two standard benchmark flows, 750 gpm and 1,500 gpm, at up to three proposed connection points per request. Applicants can also specify a custom design flow rate if their project requires documentation at a different threshold. The fee for a standard FSR is $856 per request, and the processing timeline is 10 business days. EBMUD’s New Business Office handles FSR inquiries at (510) 287-1008 or nbo@ebmud.com.

Once we receive the FSR results, we compare the available flow and residual pressure to the Appendix B requirement for your building type and size, factor in any sprinkler reduction that applies, and document whether the existing public main is adequate or whether a private fire main extension, booster system, or on-site storage will be needed.

AHJs We Work With Across the Oakland and East Bay Region

Fire flow studies don’t exist in isolation from the fire code official. The AHJ reviews the study, applies local amendments, and decides whether the proposed water supply meets their conditions of approval. In the Oakland area, that means navigating three primary fire agencies, each with its own plan check process and review timeline.

Oakland Fire Prevention Bureau

The Oakland Fire Prevention Bureau is the AHJ for all development within Oakland city limits. They enforce the California Fire Code with Oakland’s local amendments, which address Oakland’s mix of dense infill development, historic masonry buildings, high-occupancy schools, and wildland-urban interface (WUI) zones in the hills. Projects in Oakland’s WUI zones, roughly the areas east of Broadway Terrace, Montclair, and Joaquin Miller, carry additional water supply requirements because the fire hazard severity designation changes the baseline fire flow demand. Any fire flow study submitted to the Bureau needs to clearly identify the project’s fire hazard severity zone status and address the relevant supplement if the site is in a VHFHSZ area.

The Bureau also coordinates closely with EBMUD on fire service connections: before they issue a fire permit, they expect to see the EBMUD FSR or a letter confirming available flow. We manage that coordination as part of the permit support we provide.

Alameda County Fire Department

Alameda County Fire Department (ACFD) serves the unincorporated areas of Alameda County and provides contract fire protection for several cities in the county. Projects in their jurisdiction, including developments in unincorporated hillside areas, some commercial corridors in the flatlands, and contract cities outside Oakland’s boundaries, go through ACFD for fire code review. ACFD enforces the California Fire Code and has its own plan check submission requirements. Fire flow studies submitted to ACFD follow the same CFC Chapter 5 and Appendix B framework, but their reviewers have specific submittal format preferences and may require additional documentation for projects in high-hazard zones. We’ve coordinated directly with ACFD on East Bay projects and know what their plan check expects.

Contra Costa County Fire Protection District

Contra Costa County Fire Protection District, commonly called Con Fire, is the AHJ for central and east Contra Costa County, including cities like Walnut Creek, Concord, Pleasant Hill, Martinez, and Clayton. Projects in their service area, which includes a significant amount of development in the I-680 and Highway 4 corridors, require fire flow studies that align with the California Fire Code framework Con Fire applies. For projects crossing Alameda-Contra Costa County lines, the responsible AHJ is determined by the project address, and we’ve worked in both jurisdictions on the same project cycle.

What a Calichi Fire Flow Study Includes

Our standard fire flow study deliverable covers everything the fire code official and the water purveyor need to process a fire service approval. We don’t hand you a summary memo and leave the coordination to you. Here’s what’s included:

  • Site review: We read the site plan, architectural square footage, construction type, and occupancy group before we start. The Appendix B calculation is only as accurate as the inputs, and building area and construction type are the two variables that matter most.

  • AHJ-ready report: A formatted study document written to the submittal standards of the applicable fire code official, Oakland Fire Prevention Bureau, ACFD, or Con Fire, with code references, calculations, and a clear findings summary.

We also offer coordination through the full permit cycle. If the fire code official responds with conditions or requires a revised study, we handle the response. If EBMUD’s FSR result comes back at a flow lower than required and the project team needs to evaluate private main options, we work with the design team to document the path forward.

Bay Area Projects That Required Fire Flow Analysis

The fire flow question shows up across occupancy types. A few examples from our project experience in the Oakland area:

Fremont High School Net-Zero Campus, Oakland

This Oakland Unified School District project involved demolishing 95 percent of an existing campus and constructing nine new buildings totaling 190,000 square feet with athletic facilities, utility infrastructure, and stormwater management systems. A project at that scale, with multiple buildings of different construction types, requires separate fire flow determinations for each structure and careful coordination with both EBMUD and the Division of the State Architect (DSA), which reviews fire and life safety for K-12 projects. Water supply adequacy for a project this size isn’t a checkbox; it directly affects whether the design team can hold to a particular construction type or needs to add sprinkler capacity.

KIPP Bridge Academy, Oakland

This charter school project required civil design for a two-story structure with classrooms, cafeteria, and administrative spaces, including grading, storm drainage, stormwater control measures, and utility plans. Schools in Oakland fall under DSA review, which adds a layer of fire and life safety oversight beyond the local fire code official. The fire flow study for an urban school site also has to address the hydrant distance requirements for a building type where access and coverage around the full building perimeter matter to the reviewer.

57-Unit Affordable Housing Complex, 95th and International Boulevard, Oakland

This mixed-use affordable housing project required civil entitlement documents, a feasibility study, full construction documents, and City of Oakland and Caltrans encroachment permits. At 57 units, the building triggers Oakland’s local sprinkler requirements, which in turn affects the Appendix B fire flow calculation and the size of the domestic and fire service connections EBMUD needs to approve. We coordinated both the EBMUD fire service application and the City of Oakland encroachment permit work as part of the utility design scope.

Dublin Transit Center, Dublin

This project involved new construction of a five-story, 516-space, 39,000-square-foot parking structure on a 2.5-acre parcel. Parking structures are an occupancy type where the fire flow calculation depends heavily on construction type and whether the structure uses a dry standpipe, wet standpipe, or NFPA 13 sprinkler system. Fire access road geometry around a five-story structure also requires careful CFC Chapter 5 analysis. Dublin is served by the Alameda County Fire Department, making this a representative example of ACFD coordination for a structured parking project.

How Fire Flow Analysis Fits Into the Broader Site Civil Scope

The fire flow study doesn’t exist independently from the rest of the civil engineering. The utility plan, the fire access road geometry, the grading plan, and the stormwater design all interact with fire service requirements. If the existing main is undersized and you need a fire main extension, that extension has to fit within the right-of-way alongside the sanitary sewer, the domestic water service, the dry utilities, and any C.3 stormwater infrastructure. If you need on-site hydrants, their locations affect driveway geometry and landscape setbacks.

We do all of that work in house. You’re not coordinating between a fire flow consultant and a separate civil engineer. The same team that runs the EBMUD FSR also designs the utility plan, files the encroachment permit with Oakland Public Works, and coordinates with Caltrans if the project is on a state right-of-way.

That integration matters most on complex urban infill sites, the kind that make up most of what gets built in Oakland, where every underground system is competing for the same limited utility corridor.

Frequently Asked Questions

What fire flow is typically required for a multifamily building in Oakland?

It depends on building area and construction type. An NFPA 13-sprinklered multifamily building triggers the Section B105.2 sprinkler reduction in CFC Appendix B, which brings required flow to 25 percent of the table value, with a minimum of 1,500 gpm. A non-sprinklered building of the same size will face a significantly higher demand. Construction type matters: a Type I-A concrete building has a lower Appendix B requirement than a Type V-B wood-frame building at the same floor area. We calculate the specific requirement from the architectural plans and compare it to what EBMUD can deliver at the proposed service point.

Do I need an EBMUD Fire Service Request before submitting for a building permit?

In most cases, yes. Oakland and most East Bay fire code officials expect to see documented evidence of available fire flow before they’ll approve a fire permit for commercial or multifamily development. The EBMUD FSR is the standard method for establishing that evidence in EBMUD’s service territory. At $856 and a 10-business-day turnaround, it’s one of the earlier items we put on the project timeline. Waiting until late in design to initiate the FSR is a common source of delay, because the results can affect fire service main sizing and therefore the utility plan.

What happens if the public main can’t provide the required fire flow?

That happens, especially on sites with older infrastructure or at the ends of distribution mains. When the EBMUD FSR comes back below the design flow requirement, the options are: extend a larger diameter main to the site; install a booster pump and pressure tank system on a private fire service; or design an on-site storage system sized to supplement the public supply. Each option has different cost and timeline implications, and the right choice depends on whether the shortfall is a pressure problem or a flow volume problem. We work through that analysis with the design team and present the options clearly so the owner and architect can make an informed decision before detailed design is locked in.

How does the wildland-urban interface affect fire flow requirements in the Oakland hills?

Oakland’s hillside areas, particularly neighborhoods east of Broadway Terrace, Montclair, Piedmont Pines, and areas bordering Joaquin Miller Park, fall within a Very High Fire Hazard Severity Zone (VHFHSZ) or are subject to Oakland’s local WUI provisions. In these areas, the Oakland Fire Prevention Bureau may impose fire flow and hydrant requirements above the CFC Appendix B baseline. Private water supply systems, additional on-site storage, and specific hydrant placement requirements are more common in hillside development than in the flatlands. The fire flow study for a WUI-zone project needs to address these conditions explicitly; a generic Appendix B calculation submitted without acknowledging the hazard zone designation typically comes back with a condition from the Bureau.

Do you handle the EBMUD application or do we need to do that ourselves?

We handle it. We prepare the FSR, submit it to EBMUD, and manage the follow-up. If EBMUD has questions about the connection point or needs clarification on the design flow, we respond directly. When results come back, we translate them into the deliverable the fire code official and the building department need to see. You don’t need a separate point of contact at EBMUD for the fire flow piece; we manage that relationship as part of the civil scope.

Can you work as a subconsultant to our architect or GC on a fire flow study?

Yes. A significant portion of our fire flow work comes through architects, land use attorneys, and general contractors who need a licensed PE civil engineer to handle the utility analysis on their project.
