DSA reviews structural, accessibility, and fire and life safety elements, and it operates independently of the local building department. Both agencies are in the loop, and both can issue comments.

For civil engineers, DSA review adds a layer of specificity to every submission. Site plans, utility plans, grading plans, and fire flow calculations must be prepared to DSA’s standards, not just the local jurisdiction’s. The two sets of requirements often align, but when they diverge, DSA takes precedence for any element covered by the Field Act. That means your civil PE needs to be fluent in both tracks at once.

Fire Flow for DSA School Projects: A Higher Bar

Fire flow for K-12 schools in California is one of the most technically demanding parts of a DSA submittal. The governing framework layers several standards on top of each other, and each one adds specificity the local fire department’s standard checklist doesn’t cover.

  • DSA Form 810, Fire and Life Safety Site Conditions Submittal: Required with every DSA project application. It documents existing site conditions, available water supply, hydrant locations, and access conditions at the outset of design. If the site conditions in the 810 submittal don’t match what’s on the civil plans, DSA will hold the review.
  • DSA Guideline GL-1: The DSA’s design guideline for outside fire suppression systems on school projects. GL-1 governs private fire service main design, hydrant placement, and water supply requirements for school occupancies, and it’s the reference that DSA’s fire and life safety reviewers apply to the civil drawings.

Appendix BB addresses water supply adequacy and flow test procedures, and your calculations need to follow its methodology to pass DSA review.

The baseline fire flow requirement for a California school building is typically 1,500 GPM at 20 PSI residual. That floor rises quickly with building area, construction type, and occupancy load. A large gymnasium, cafeteria, or multi-story classroom wing can push the required flow to 3,000 GPM or more. The water utility’s available supply may not come close to that number, and on a school site you can’t simply reduce the required flow by adjusting occupancy. You need to demonstrate adequate supply or design a supplemental system.

Queuing that accounts for peak stacking, vehicle throughput, and conflict points with pedestrian circulation isn’t just good design: on larger schools it’s required to satisfy both DSA and the local traffic engineer. Parent drop-off that stacks into the public street creates safety conflicts and plan check comments. We design for actual school traffic patterns, including separate bus lanes where required, ADA-accessible loading zones, and queue lengths calibrated to realistic peak arrival rates. Getting this right at schematic design avoids expensive site plan revisions later.

Stormwater Management

Coordinating those underground systems through DSA plan review requires careful sequencing of submissions and a civil engineer who can speak to both the utility agency and DSA’s reviewer at the same time. What’s the difference between what DSA requires and what the local fire department requires?

DSA’s requirements apply on top of those for public K-12 facilities and are enforced through a separate state plan review.
