Civil Engineering That Understands the Affordable Housing Stack
Affordable housing development runs on a different logic than market-rate work. The financing is layered, the deadlines are hard, and the margins leave almost no room for surprises. A utility agency that can’t confirm service capacity in time for your TCAC application, or a stormwater design that won’t fit on a 0.35-acre infill parcel, can unravel a project that took years to assemble.

We’ve permitted affordable housing in Oakland, worked on constrained urban infill sites where stormwater compliance competes with every other design requirement, and navigated the entitlement and utility coordination timelines that affordable developers live with. TCAC Deadlines and the Civil Engineer’s Role
California’s Low Income Housing Tax Credit (LIHTC) program is administered by the California Tax Credit Allocation Committee (CTCAC), an office of the California State Treasurer. TCAC runs two types of credits: the competitive 9% credit and the 4% credit, which pairs with tax-exempt bond financing through the California Debt Limit Allocation Committee (CDLAC). Both have firm submittal deadlines that don’t move for incomplete applications.
For 2026, the published deadlines from CTCAC are:
- 9% Tax Credit, Round 1: April 7, 2026 (5 p.m.)
- 9% Tax Credit, Round 2: July 21, 2026 (5 p.m.)
- 4% Tax Credit, Round 1: February 3, 2026 (5 p.m.)
- 4% Tax Credit, Round 2: May 19, 2026 (5 p.m.)
- 4% Tax Credit, Round 3: September 8, 2026 (5 p.m.)
The 9% application packet must be submitted on a USB drive to the Sacramento office. The 4% application goes through the CDLAC Online Application Portal. Neither program accepts incomplete submittals or late deliveries, and neither program waits for a civil engineer who started scope too late.
The civil package that supports a TCAC application includes: a preliminary grading and drainage plan, a utility service analysis, a stormwater concept demonstrating C.3 compliance is feasible, a site access and circulation diagram, and any encroachment permit applications that are already in process. If your site fronts a state highway, a Caltrans encroachment permit application has to be started early, because Caltrans District review timelines are not keyed to TCAC funding rounds.
If you’re targeting a TCAC round, the civil scope should be underway at least three to four months before the application deadline, and longer if the site has entitlement complexity, a utility extension requirement, or frontage on a state route. Starting late means compressing work that can’t be compressed, or missing the round entirely.
Utility Will-Serve Letters: Getting Them on Time
A utility will-serve letter is a written confirmation from a utility agency stating that it has, or can obtain, the capacity to serve your project at the requested demand level. Water, sewer, electric, and gas agencies each issue their own. These letters are standard components of an affordable housing financing application, and each agency operates on its own timeline.
Water and sewer agencies are typically the longest lead items. In the San Francisco Bay Area, the East Bay Municipal Utility District (EBMUD) and city sewer departments each have hydraulic analysis requirements before they can commit to service. If your project needs a new meter size, a new service lateral, or a water main extension, the agency models the impact on the distribution system before issuing the letter. That analysis takes months, and it requires an engineer of record to prepare the application package.
Our site civil engineering scope includes utility demand calculations, service sizing, and agency coordination from the first feasibility visit. We prepare the technical package the agency needs to conduct its capacity analysis, and we track the letter through issuance. For dry utilities, including PG&E for gas and electric plus telecom providers, our dry utility coordination group handles the service requests, design meetings, and joint trench coordination with each provider.
The timeline risk is straightforward. Some agencies carry review backlogs of several months. If you wait until the rest of the application is assembled before requesting will-serve letters, you’re exposed. We recommend starting utility coordination at the same time as the civil feasibility study, not after it’s complete. The two efforts run in parallel, and the will-serve letter process needs the head start.
C.3 Stormwater Compliance on Constrained Urban Sites
In the San Francisco Bay Area, projects that create or replace 10,000 square feet or more of impervious surface must comply with Provision C.3 of the Municipal Regional Stormwater Permit (MRP 3.0), issued by the San Francisco Bay Regional Water Quality Control Board. C.3 requires on-site stormwater treatment, typically through bioretention cells, flow-through planters, or permeable pavement, designed to treat the water quality volume generated by the site.
On a market-rate suburban project with open land, C.3 compliance is a design exercise. On an affordable housing infill site in Oakland or a dense urban core, it’s a design problem. A 0.3-acre urban parcel doesn’t have room for a conventional bioretention basin. The design is working around setbacks, underground utilities, building foundations, a parking count required by the entitlement, and a building footprint that already pushes the site boundary. The stormwater system has to fit in what’s left.
Calichi handled C.3 design and compliance planning on two constrained California infill sites that share this challenge. At the 57-Unit Affordable Housing Complex at 95th and International Boulevard in Oakland, we developed civil entitlement documents, a feasibility study, full construction documents, and City of Oakland and Caltrans encroachment permits for a mixed-use building on a tight urban parcel. At Fusellman Hall at Marin Community College in Kentfield, a seismic retrofit and building envelope project, we included stormwater C.3 compliance planning for a constrained institutional site with limited open area. On both projects, the stormwater solution had to fit inside a site envelope that left almost no margin.
The design tools we use on constrained sites include:
- Flow-through planters and elevated planter boxes along building perimeters, which treat runoff and serve as required landscaping simultaneously
- Pervious pavement in parking areas and pedestrian paths, where subgrade conditions allow and the impervious reduction can be taken as credit
- Provision E.12 self-treating area credits, which reduce the required treatment area by accounting for pervious surfaces, drought-tolerant plantings, or impervious surfaces being removed as part of the project
- Minimized impervious surface design, which reduces the trigger area when a project is near the 10,000 square foot C.3 threshold

Fee Sensitivity and What Fixed-Fee Proposals Actually Mean
Affordable housing developers work with public financing sources: TCAC allocations, HCD loans, CDBG grants, county housing trust funds. These sources come with fixed budgets and line-item scrutiny. A civil engineering scope with hourly billing and open-ended contingencies doesn’t fit that model. If the engineering fee grows during design, the developer has to find money somewhere in a budget that has no somewhere.
Calichi issues fixed-fee proposals. We define the scope, we price it, and that’s what you pay for the deliverables listed in the contract. If we’ve scoped a project incorrectly, that’s our problem, not yours. We’ve been doing civil and utility engineering long enough to scope an urban affordable housing project accurately from a feasibility plan and a site survey.
For affordable housing clients, fixed fees also make phasing predictable. We price feasibility, entitlements, and construction documents as separate milestones with separate fees. You authorize the next phase when financing is confirmed, so you’re not paying for full construction documents on a project that doesn’t get funded. That structure matches how affordable housing development actually works.
We also understand that the civil engineering fee is a small line item in a project budget that may run tens of millions of dollars. Our job is to stay in scope, deliver on schedule, and not generate surprises that land in the budget at the wrong moment in the financing stack.

Our most direct affordable housing reference is the 57-Unit Affordable Housing Complex at 95th and International Boulevard in Oakland. The site sits at a major city intersection with Caltrans-controlled right-of-way, which added a permitting layer that most residential projects don’t carry. Our scope covered the civil feasibility study, entitlement documents for the City of Oakland, full construction documents, and both City of Oakland and Caltrans encroachment permits. We coordinated water, sewer, and dry utility connections for a mixed-use building on a constrained urban parcel in a project environment that required managing two separate permitting agencies with different review processes and timelines.
We’ve also worked extensively on Oakland institutional and infill projects that share the same permitting environment, the same agencies, and the same constrained site conditions that define urban affordable housing work. The Fremont High School Net-Zero Campus was a 190,000 square foot, nine-building K-12 rebuild on an Oakland Unified School District site that included full utility infrastructure design and stormwater management systems across a complex multi-building campus. KIPP Bridge Academy in Oakland was a two-story charter school with storm drainage, stormwater control measures, and full utility coordination from concept through construction documents. For mixed-use affordable housing buildings, fire flow confirmation is a water system design requirement, not a separate study. We run fire flow studies as part of the civil scope on projects where the building’s sprinkler and fire department connection demand needs to be confirmed against available water system capacity. On urban sites where the main size is uncertain, this analysis shapes the water service design before the utility application goes in.

We flag conditions such as Caltrans-controlled frontage, confirmed flood zone status, or utility main deficiencies that require early agency coordination. How long does it take to get a utility will-serve letter in the Bay Area?
That depends on the agency and the project. For projects requiring a new or upsized water service connection with EBMUD, the will-serve process can take several months from the time of application, longer if the agency’s hydraulic analysis identifies a need for a main extension. City-run sewer agencies operate on their own timelines. Dry utility providers, PG&E, AT&T, Comcast, don’t coordinate with water and sewer timelines. We recommend starting all utility coordination simultaneously, at the same time as the feasibility study, not sequentially after it concludes.
Does C.3 stormwater compliance apply to affordable housing infill projects in the Bay Area?
Yes. Provision C.3 of the Municipal Regional Stormwater Permit (MRP 3.0) applies to any project that creates or replaces 10,000 square feet or more of impervious surface, regardless of building type or financing structure.
